  2．本表中不包括国内外债务收入、债务还本付息支出和利用国外借款收入安排的基本建设支出。
a) The revenue and expenditures of the central and local governments refer to revenue actually collected by the central and local
    goverments．
b) In this table，the revenue from the domestic and foreign debts are not included in the government revenue．The expenditure
  for the payment of the principal and interest of the domestic and foreign debts and the expenditure for capital construction us-
  ing foreign loans are excluded in the government expenditures．
