          《甘肃文化发展分析与预测(2016)》通过13个专题和1个总报告,对2015~2016年甘肃文化发展年度问题做出分门别类研究。
    2015年甘肃文化发展的总体趋势是:甘肃文化从资源型向创意型发展转变。文化科技、文化旅游、文化外贸等新兴业态稳健发展。深化文化体制改革的具体指标都向基层公共文化服务体系建设倾斜,现代公共文化服务体系成为公共文化均等化建设的具体指标。“一带一路”文化建设呈现结构改善、提质增效、转型发展的特征。
    2015年甘肃文化发展的新特点是:顶层设计风格转变,文化顶层设计已由往年规划、指导意见式目标设计走向具有量化指标的“实施标准”。
    《甘肃文化发展分析与预测(2016)》追踪研究了诸领域发展优点、缺点、难点,并在此基础上就甘肃文化发展提出对策建议。
    《甘肃文化发展分析与预测(2016)》就甘肃文化发展存在的问题提出了如下对策与建议。
    (1)文化消费机制的弱化影响了中小城市文化产业发展,建议把文化消费补贴机制纳入文化产业发展机制。
    (2)从制度建设、政府提供的平台建设、资金投入等方面强化文化产业应用对策研究与创意设计的人才队伍建设,做好文化系统建设。
    (3)设立专门智库推动甘肃现代伏羲文化建设。
    (4)建立工程文化内涵设计问责制度、工程文化内涵考评标准、工程文化品位提升奖励制度,推动甘肃工程文化全面发展。
    Analysis and Forecast on Cultural Development in Gansu(2016),consisting of 13 special subject s and a general report,makes a classified study of the annual issues on cultural development in Gansu in 2015-2016.
    Gansu's culture in 2015 tends to change from resources-oriented type to innovation-oriented type.The emerging formats like culture science technology,cultural tourism and the cultural foreign trade are steadily developing.The concrete indexes of deepening cultural system reform favor the construction of public cultural service system at grass-roots level,and modernized public culture service system becomes concrete indicator for the equalization construction of public culture.The cultural construction of "One Belt and One Road" presents structure improvement,effect improvement and transformation development.
    The new characteristics of Gansu's cultural development in 2015 are as follows:top-level design style changes;cultural top-level design is going from guidance type in the former years to the "criteria" with quantitative indexes.
    Analysis and Forecast on Cultural Development in Gansu(2016),follows advantages,disadvantages and weakness in the development of many fields,and puts forward countermeasures and proposals.
    Analysis and Forecast on Cultural Development in Gansu(2016),gives suggestions and countermeasures on cultural development of Gansu as follows:
    1.Considering the influence of cultural consumption mechanism weakening on the development of culture industry in small and medium-sized cities,it is proposed in the book to bring cultural-consumption-subsidy mechanism into line with cultural-industry-development mechanism.
    2.Starting from institutional improvement,platform construction provided by the government,and capital investment,intensify the study of application ofcountermeasure,strengthen talent team censtruction so that culture system construction can be developed smoothly.
    3.Set up specialized think tanks to promote the construltion of contemporary Fuxi cultare in Gansu.
    4.We should establish accountability system of design of engineering culture connotation,assessment criteria of engineering culture connotation and reward system for the promotion of engineering culture connotation.
