          2016年是甘肃文化建设取得突破性发展的一年。作为“一带一路”建设中唯一以文化交流合作为主题的国际化盛会,首届丝绸之路(敦煌)国际文化博览会于2016年9月20日至21日圆满举行,取得了一系列重要成果。来自85个国家、5个国际组织的95个代表团、1700多位中外嘉宾开展了平等互信、务实广泛的合作交流,有力地推动了“一带一路”沿线国家和地区的文化融合、思想融汇、感情融通,充分展示出多种文化、多元文明交融互鉴和合作共赢的发展前景,集中体现了高端化、国际化、特色化、专业化的特点,也将成为甘肃文化史上的一座里程碑。
    2016年,甘肃文化旅游走在全国旅游前列。“丝路快车沙湖号”和“丝路快车伏羲文化号”环形旅游列车把甘肃省主要景点整体串联起来。甘肃文化产业发展延续了上年的势头,仅上半年,全省文化产业实现增加值76.25亿元,同比增速为15.04%,占全省GDP比重上升到2.8%。可以期待,2017年,甘肃文化发展将迎来又一个快速发展阶段。
    2016年,甘肃文化事业不断提升科学化建设水平与管理能力,文化发展亮点不胜枚举。《甘肃省推进基层综合性文化服务中心建设实施方案》正式印发,明确提出实施城市社区10~15分钟“文化娱乐圈”“体育健身圈”工程。世界文化遗产敦煌莫高窟新增20余个地下“现代洞窟”,具有举世瞩目的敦煌莫高窟文化向现代延伸的意义。甘肃省歌剧院大型交响合唱曲《敦煌》问世,第五届中国(嘉峪关)国际短片电影展向世界弘扬了中华文化、展示了甘肃特色。甘肃纪录片《河西走廊》荣获优秀系列纪录片奖等三个奖项,等等。
    但也存在发展中的新问题:文化创意产业发展缓慢,转型提质依然滞后,演艺产业联动发展不足,华夏文明传承创新区重大投资项目占比少,基层文化建设与核心价值观融合支撑不够、文化知识产权保护尚未全面启动等问题,这些都是该年度文化蓝皮书专家广泛关注的内容,并就如何破解上述难题,提出了不同视域下的对策与建议。
    2016 is a year in which Gansu cultural construction achieves breakthrough developments.As the only international event with the theme of cultural exchange in“One Belt and One Road Construction”,the First Silk Road(Dunhuang)International Cultural Expo is successfully held on Sept.20-21,2016,obtaining a series of important achievements.A total of 95 delegations and more than 1500 Chinese and foreign guests from 85 countries and 5 international organizations carry out wide cooperation and communication featuring mutual trust,mutual benefits,equality and coordination,which gives a big push to the cultural fusion,thought fusion and emotional integration,and fully displays the prospect that a variety of cultures and civilizations will be in a perfect harmony and learn from each other as well.What's more,the expo focuses on high-end,internationalization,characterization and professionalization,which will be a masterpiece of landmark style in Gansu cultural history.
    Gansu cultural tourism leads national tourism in 2016.The circular tourist trains,“The Silk Road Express Sand Lake” and“The Silk Road Express Fuxi Culture”,link up the main scenic spots in Gansu province.Gansu cultural development maintains the momentum of last year.Just in the first half of the year,the provincial cultural industry achieves value added of 7625000000 yuan,and the growth speed is 15.04%——compared to the same period of previous year.Its GDP proportion in the province rises to 2.8%,It can be expected that Gansu culture will usher in another rapid development stage.
    In 2016,as far as Gansu culture industry is concerned,scientific construction level and management ability are constantly improved,and highlights are too numerous to enumerate.Implementation Plan on Promoting the Construction of Grassroots Comprehensive Cultural Services Center in Gansu Province has been issued officially,which clearly puts forward to carry out 10-to-15 minute urban community projects entitled“Cultural Entertainment Circle” and“Sports Fitness Circle”.More than 20 underground“modem caves” are added to the world cultural heritage,Dunhuang Mogao Grottoes,which shows Dunhuang Mogao culture attracting worldwide attention is extending to the modem times.A large symphony chorus Dunhuang from the Opera House of Gansu Province comes out,and the Fifth China(Jiayuguan) International Short Film Festival promotes Chinese culture and shows the characteristics of Gansu province.Gansu's documentary Hexi Corridor wins third prize of excellent Series of documentary,etc.
    But there also exist new problems in the development:cultural creative industry develops slowly,transformation and quality improvement still lags behind,entertainment industry is inadequate in linkage development,the proportion of major investment projects in Chinese Civilization Inheritance Innovation Area is small,supporting fusion of primary-level cultural undertakings with core value is insufficient,and protection of cultural intellectual property rights hasn't started,etc,all of which are all concerns by the writers of cultural blue book this year.In regard to solutions to the above-mentioned questions,countermeasures and suggestions are put forward from different perspectives.
